| dc.description.abstracten | This thesis investigates the cultural funding territorialization policy implemented by the Municipal Culture Secretariat (SMC) of Rio de Janeiro since 2021. The primary objective was to diagnose the historical concentration of support for cultural projects by city region, as well as to analyze the impact of territorialization measures adopted in direct and indirect funding calls, and to provide a consolidated record for future public policies. The methodology encompassed an historical-documentary analysis of the institutional structure of the SMC since 1975, based on laws, decrees, and official gazette publications, and the trajectory of funding programs until the beginning of the territorialization policy. An investigation was conducted into the evolution of indirect funding calls (ISS Law, from 2013 to 2024) and direct funding (from 2003 to 2023), with a quantitative survey of approved projects and allocated resources by the city's Planning Areas (APs). The research compared the distribution of support in periods before and after the implementation of the territorialization policy (pre-2021 and post-2021). The results demonstrate a historical and accentuated concentration of cultural funding in APs 1 and 2, contrasting with the low participation of projects from the North and West Zones (APs, 3, 4 e 5) and favelas. The territorialization policies, introduced through mandatory minimum quotas, dedicated funding lines, and extra scoring, resulted in a notable transfer of resources and projects to peripheral regions. In conclusion, the SMC's territorialization policy had a positive impact on the deconcentration of cultural funding in Rio de Janeiro, validating the effectiveness of the induction mechanisms used. The research also highlighted the inconsistency and lack of long-term planning in direct funding calls, characterized by frequent interruptions and changes in categories and formats. | pt_BR |

| pt_BR |
